DEMOCRATIC MANAGEMENT: A STUDY ON CONCEPTIONS AND PRACTICES IN A PUBLIC SCHOOL IN CAÇU / GO

This research aims to investigate the concepts and practices of democratic management, in a public school in the early years of elementary school in Caçu / GO. To conduct the study, we opted for bibliographic and field research, in order to verify whether democratic management has been carried out in the daily life of this educational institution. Although democratic management is provided for in the Federal Constitution of 1988 and in the Education Guidelines and Bases Law, Law no. 9394/96, it is still not a reality in many public schools in Brazil. Even the process of choosing managers, despite the advance of the elections, is still done by political indication. For democratic management to take effect, the participation of the school and local community is necessary, composed of parents, students, teachers, employees, managers and members of the community. It is also necessary that the manager has financial, pedagogical, political and administrative autonomy. In the researched school, the manager, the coordinator and the teachers are convinced that the school is led in a democratic way, with an active School Council and with a Collegiate Pedagogical Political Project. However, despite everyone's efforts to achieve democracy at school, the centralization of education by the Municipal Education Departments and the lack of autonomy remain old obstacles.
