THE INCLUSIVE ROLE OF PUBLIC POLICIES IN THE BRAZILIAN UNIVERSITY SYSTEM

Abstract

The present study aimed to address some actions implemented by the Brazilian government of public policies in the university educational system, with the purpose of including less favored social classes, especially through student financing programs such as ProUni and FIES. Based on a literature review, it was possible to establish the concept of Public Policies, as well as to verify whether the actions are in line with the social right to education established in the 1988 Constitution and the current National Education Plan (2014/2024), and whether they effectively cooperate for the inclusion of low-income students in university education, with a view not only to access to graduation, but also their permanence, qualification and insertion in the labor market. The study pointed to a positive result of these programs for beneficiaries, but there is a decrease in government investments in recent years in this type of education. Another factor refers to the resistance of some segments of society to public funding for private universities, which ensure that there has been decapitalization in public higher education to the detriment of the private, and that investments should meet the demands of vacancies in public educational establishments that offer a better quality in their services.
